custom IRC messenger interface for my irc network

Hello, I am trying to find a coder that can make me a custom IRC Messenger interface (client) for my IRC network that have Video/Voice/text so my users can log to my IRC network and chat like a normal MIRC script but the interface looks like a Messenger and they can chat in my IRC network channels and also in private and they can register there nick names and channels and kick op etc.....
