Connect Drupal running MySQL to secondary Oracle Database

I need someone to take a Drupal install and connect it to a secondary Oracle database and setup some queries. Users need to be able to log in using already existing credentials within the Oracle database and input data and files. Additional search queries need to be written for users to search the Oracle database and output in a logical and neat format. No theming needed. The complicated part is that this is on IIS and not Apache and we haven't been able to get Oracle loading with PHP (everything is installed, just not configured)
