designing simple static website

an expert web designer needed for a very simple website. requirements: 1. excellent and proven design skills- all bidders must give examples of websites they have designed. 2. one master page with a menu. 3. 4-6 content pages (the same design as the master page) 4. updateable news item. 5. a flash movie upon opening the website. 6. easy to update current pages and add new pages. 7. handing out full documented source files of the site upon completion. and writen instructions on how to install the site, and update / add new content pages to the site. 8. the site will have all pages in two languages- one is english and the other is hebrew. please note that the 2nd language is right to left (RTL). there is no need to know anything else about the 2nd language - all the texts will be given by us. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform must run on a linux platform (standard website)
