IP Reservation on Shoutcast

We will be needing a script on our website that can integrate with the shoutcast server reserve ip function. The script can be very simple and requires a user registration and login panel. Once a user is logged in they should be able to make a purchase and then be able to reserve their ip on our shoutcast server video stream. So basically it will work like this: Our website> user registers> logs in> purchase stream package via paypal > ability to reserve ip and update it at anytime. One possible problem in this is that when the shoutcast server is under high load it may not reserve the IP due to the page not loading, therefore, we need 100% surity that the user's IP has been reserved or updated. Our website and shoutcast stream will not be hosted on one server, the ip of our server and paypal gateway should be interchangable.
