Constant Contact and RED Oxygen integration

I need to have an automated scheduled process that connects to Constant Contact using their API to manage event registrants. All registrant information should be pulled into a mySQL DB and organized into a report. This process should run on a schedule or on demand (my trigger). I Also need a API integration with my Red Oxygen account to automatically send SMS msg’s on event. Action should occur when the field "Payment Status" has "Pending" in it. This will trigger an automatic email to the USERS email address in the record detailing the payment options. A timer should be put on the records with the payment status as "pending" record should be automatically deleted after 48 hours if payment status remains pending. Action should occur when the field "Payment Status" has "PAID" in it. This will trigger an automatic user name and password generation that will be attached to their (USERS) record and send an email to the email address in the record detailing their user name and password. A SMS message with the login information should also be sent automatically to the cell phone in the record from my RED OXYGEN account. These Login credentials will give the user access to the Flash page that contains the course materials. I also need three levels of login, ADMIN, CLIENT and USER, (ADMIN & CLIENT)to view the report of all event registrants users. Admin Login will be for system Admin (Me) and Client login will be for the owner of the mini portal. USER login will be for the users to see user specific data. Admin will create the Client Login credential manually. Client User name and password automatically generated and required to be changed on first login. Client will only be able to update some fields in his record. Admin will be able to edit all registrant fields, including "payment Status" USER will only be able to change their password.
