I have php script that imports information from a txt file hosted a webserver. The script was written in 2005 for php4 and is not optimized for php5. There are 16000-17000 deliminated lines and it fails to complete the import correctly.

It's hard to estimate amount of effort needed for this task because ... I know how most of code looks like (quality), however it might be that this is something simple and trivial. What errors you are getting while trying to import? Parsing 17k lines should be really quick and simple and it's very unlikely that you ran out of resources, so maybe you could send me that script to take a look? If it is really trivial, then I could even make it within your project budget range.
