MSINET.OCX doesnt work on my system, need help fixing

I am running VB6 and WinXP Pro. I *cannot* get [login to view URL] to work! State keeps returning 11, specifically 12029 for ResponseCode and 'cannot connect' on ResponseInfo. Oddly, I have installed both SocketWorks 2.5 AND 3.6, and neither HTTP component versions would work! This leads me to think there is a problem on my SYSTEM and not in any hardware or IDE. My connection to the Net is though a router and DSL, however ALL OTHER TCP applications work perfect (games, MSIE, etc..) I am in need of help in getting this fixed, I cannot find any Google resources that can lead me in the right connection.
