sms API handling

Hi I require a browser based solution that will handle incoming API's from sms's received. The solution should act as a counter for a competition service. It must be able to be easily modified to encompass smaller or larger competitions. An example - User 1 texts in, the receipt api arrives, message is relayed back via http " you are number 1, Number 500 wins, please try again. Good Luck" The 500th user gets a winning message The 501st user and on become users 1 etc in a new counter competition. As the return http post triggers a Premium text this will send back a success receipt, if no receipt is returned, no billing has occured and this must be compensated for. All api scripts to the message server are available, the project just requires this small counter service. Previous experience of sms a must.
