Coding for an Wholesale Website Needed

Hello, I am looking someone who have deep coding/programming experience, I am using OpenCart software script as my website, so you don't have to be worrying about starting or buiding the website from scratch, but knowing opencart is an plus unless you know how to code it in. Below are the main customized coding that I'm looking for, more will be mentioned when we really get into the project, but my target are what is mentioned below. - I want an Newly Release or Latest Shipment column/section built up on the homepage of the webstore and an page page for it. So let say I add 100 Product for today, i will put that as M/D/Y (month/date/year) of the current day, then it will be shown on the homepage and on the shipment page that there is an new arrival today, and they can click it to view all the products that were added for that shipment. More will be discuss if you're confused, as this is just an brief summary. - Price Quote Base Off Customer Profile. I want an programming/coding setup where me in my admin system panel can set customer's personal price quote based off the item sku, then forever they will be stuck with that price everytime they place an order, that price will show up automatically unless i change it from my admin side. My idea of how this work is, setting up an rule filter on the customer profile, so whenever this one customer place an order and their cart have item's sku ending with BAH(For example) they will receive this price. So basically an rule/price must be set on each and every customer profile before they will get the automatic price tag. But everyone will receive an default price if no manual changes are made to their profile. If anyone have an better idea for this coding, please let me know and we'll discuss about this as this is the only solution to this customize that i have in mind right now. Everything else I need will be much easier then what is mentioned above, such as creating account application, small addons & many small things because if you can do what is above, the rest are all easy.
