A recipe submission website PHP (Pakistani teams welcome)

I need an interactive website designed with attractive looks and graphic design. Following are some details. People signup and have a good profile page They submit recipes They Vote up recipes submitted by others Due to which they grow in rankings (Ranks may be like: junior chef, Chef, master chef etc). A pont system may be used for example after 100 points one becomes junior chef, after 1000 one becomes master etc. On main page people having most votes and recipes having most votes are displayed in an attractive manner If a recipe already submitted is posted (100% copy paste) system rejects the recipe and decrease the person in rankings In the profile page recipes of the person are displayed along with certain info like how many vote, how many views etc. People will be able to follow and message each others The website needs to be flexible for future upgrades.
