Convert Website layout files to an Installable Wordpress Theme

This is the second time I'm posting this project. The last freelancer did not convert the files into a wordpress theme/template. He created a website that is useless, simply by saving the website onto his hard drive. So here I go again, below is EXACTLY what I want, and I don't have much of a budget for this so I hope it can get done in my budget. I have a current wordpress website [login to view URL], and do not like the layout, the functionality, and the design of it. I want a WORDPRESS THEME that is EXACTLY like www.kithnyc.com... except with MY information and content. I want it to be able to be edited and managed through wordpress... Currently, I have the HTML files, JS files, and the CSS files necessary to create the theme, I just don't know how to make it into a wordpress theme that can be installed. before bidding on this project, please take a look at both sites listed above, along with the files on my server for the template: [login to view URL] (that is where I have the files saved currently) In addition, I will NOT be creating or releasing any milestones until I see the work.... The last two times that I hired freelancers, I created the milestones and released them, and the work was not what I wanted, and I never could get the money back from freelancer.... So before you bid on this, you must be fully aware of what i want.
