I have already developed such an application. It had an android application which sents location to the website based on php, the website has the following features: 1.) After admin login, It generates ids, with those ids the users( employees or clients) can login from android application then the device periodically send data to the site. 2.) Display the location of the users on google map. 3.) It also maintains history of the devices allocated and de-allocated. 4.) The users can be added and deleted. 5.) The ids can be re-allocated. Note: The features can be added or altered as per the requirement and can be converted to Saas application.
