Hello, I have a static HTML website for which I want to integrate stripe ACH payment gateway or Echeck option for payment. I would hire someone who knows or has past experience with this I will surely ask you for the proof of work to be ready as I don't want to waste more time on this.

I'm noticing that your bids are running very high, but I can certainly give you customized documentation on your implementation options once I know your exact setup. If you have access to make the changes, then I think succinct advice would be to best option to avoid wasting time. I build e-commerce websites mostly using WordPress, but I also know how to implement many of those payment options/gateways into far simpler sites, and ensure its just as secure as a full e-commerce site. If your budget and/or time is crunched and you have some pretty basic knowledge of running a website (which isn't anything more than hosting a static website, really) then I think advice is the best solution.
