I had someone update our Prestashop store from a 1.6 installation to 1.7. He did a rushed job, and didn't move over the records for shipping carriers to the new ps_carriers database for example. He also didn't install/activate any of the modules we had on previous store. The 1.6 database is still installed on server and so is a zip of the old public_html files. I have activated the Paypal module, but now need to get shipping fixed ASAP, so the client can start getting orders again.
