I need a simple script that read a file that contains some screen_name on twitter and use the following API to append the corresponding user_id

It needs to be python based (2.6.x) and you can use the existing twitter library (e.g tweepy) when you see fit.
Make sure that your code will take care of the API limit that allows only getting 180 user_id every 15 minutes. (e.g. create a cron job and wait every 15 minutes to continue where it was left)
e.g. The original file contains:
Cristiano
LioMessi_
neymarjr
Persie_Official
MesutOzil1088
And after the script, I want the file to become:
Cristiano, 155659213
LioMessi_, 275728207
neymarjr, 158487331
Persie_Official, 230845588
MesutOzil1088, 533085085
I'm proficient with python and can deliver clean and well-commented code for you. I can either implement the wait through an automatically created cron job, or I can have the script pause in the background for 15 minutes, then resume work, depending on your preference.
