Implement Basic Web API in .Net

1. Implement a basic web API, written in .Net 4.5, that will accept the HTTP POST values of projectID and taskID, which are both GUID values. Write those values to a local log file on the IIS server. The method should be called closeTask. I will add the necessary code to complete the actual work later, so the scope of this task is to only record the values passed to the API. 2. Written in PHP and/or HTML, provide a sample form that will submit a closeTask request to the above mentioned API. 3. Provide source code and any necessary configuration information.
