Need an azure/AD expert to help build an automated environment

Hello, I need someone who is an expert in Azure and building Windows networks to help with a lab environment. We need to be able to automate the creation of the lab so that we can destroy it completely (stop billing) and bring it back up the same way each time (repeated testing). In the lab we would like to start with: 1 Windows AD Server 3 windows 7 clients 3 Windows 10 clients 8 demo users: 6 regular users 2 domain admins The entire environment must be automated in the creation of everything including the users and active directory, etc. We can discuss specific details like system hostnames, domain name, passwords etc as the project goes. We would like to hire hourly. As the project is complete we would like to increase the scope and the easiest and fairest way to do it this is hourly.
