Need a WordPress or PHP website (which ever is cheaper) that has following functions: 1. Online MCQ test with timmer 2. Uploading PPT to be read by people(can't be downloaded) 3. Job delegation with SMS and email system based on person home address. Example if a job is from street 1 town A then all the people who are living in "x" km area (where "x" can be defined or changed) are visible to admin to share job with any one of them at a time. If the person is busy at that particular time or on leave then error should pop up
