Wordpress Plugin Modification

We need to customize an actual plugin for Wordpress that we bought. The plugin allows users to register bus drivers with some data that they gather, then that data is saved into a list where only the administrator of the WordPress panel can see it and modify it, just in simple words, the plugin has more features. We need the following mods: 1.- The list of data should be displayed in front-end and can only be visible by specific group of users, which are the ones uploading drivers data. 2.- Only the users that registered drivers can modify their own data, but can see the data of other users registrations. 3.- Tweak the permision of the group of users who are uploading drivers data into the site. We may need more mods in the future so, we are looking for a responsable person for long work term relationship.
