bulk sellers of IP addresses?

I want a list of 1 or more companuies who sell bulk quantities of IP addresses. Normally, when buying a dedicated server then I get 5-6 dedicated IP's included in the price. but i want to have 200-300 IP's. 1) I want to be able to buy 256 IP addresses (a whole subnet class of IP addresses) for max 20 USD a month. 2) Which organizations "issues" IP addresses and how do I become a re-seller of IP addresses? 3) What is the URL for the application form to become a reseller of IP addresses?
